PRESS RELEASE: Water Board Issues Revised Order Sustaining 4x4 and OHV Access
Amended Cleanup and Abatement Order is Reasonable and Fair

The Central Valley Regional Water Quality Control Board (CVRWQCB) significantly revised their Cleanup and Abatement Order (CAO) for the world-famous Rubicon Trail. The original draft order mandated seasonal closure and cited unreleased and un-reviewed documents, but the final order encourages repairs and calls for general consideration and planning with fewer mandates for specific actions. It charges El Dorado County and the Eldorado National Forest with working together to deliver plans and actions to a set of reasonable timelines.

Rubicon Trail Foundation believes that most of the elements of this CAO were already accomplished, in process, or in plan, but supports this revised CAO, which contains many requested changes from the Foundation, County, and National Forest. “This CAO is a burden, but one that we can bear, and drive to success,” said John Arenz, a Foundation Director.

Before voting the order, the Central Valley Water Board members specifically recognized the efforts of the agencies and volunteers, and asked us to honor the timelines of the CAO, as they continue and expand 4x4 and OHV stewardship efforts. Randy Burleson, President of the Rubicon Trail Foundation, said, "This order brings together Federal, State, and County agencies with street-legal and green-sticker volunteers. The order formalizes a working alliance that will build upon the significant improvements from the past, help catch up on areas with deferred maintenance, and help expand facilities to support 4x4 and OHV users."

Rubicon Trail Foundation appreciates the supportive response from trail users and OHV individuals, clubs, and organizations, and looks forward to continuing to work with them in the coming months and years. Del Albright, Trail Boss for the Friends of the Rubicon (FOTR), said: "We look forward to implementing this order from the Water Quality Board in conjunction with our great partners in the County and Forest Service." To that end, FOTR and the Foundation are already moving forward with planning three summer work weekends on the trail (June 27-28, July 18-19, August 22-23), as well as a series of fall work weekends to directly support El Dorado County Department of Transportation's project near Ellis Creek.

The future is bright as users pull together to continue to work with El Dorado County, Eldorado National Forest, and the Regional Water Quality Board staff to manage this historic resource, retaining the rich recreational, social, and economic values that Rubicon Trail brings to the communities around it. Rubicon Trail Foundation looks forward to continued success working with all interested parties through the well-established Rubicon Oversight Committee process.

The Rubicon Trail Foundation was formed in 2004.
