New Baja Rack Insert

Has anyone else seen this Baja Rack Insert?  My neighbor just bought one for is Army Green Fj.  The first time I saw it, I didn't realize it was a stock rack!

How does your neighbor like it??
What about road/wind noise??
And do you think that a roof top tent would work with it??
