probably 'cause you are waving to civilians? try waving at modded, wheeled FJCs and you'll probably get a diff response.

Most civilian FJer's will not wave, like what Potato said the modded once will wave if they see you. 

I'm from SF and I usually give some kind of response back if I see it in time.

I've noticed, with the angle of the roof, it is difficult to see the driver sometimes until too late...how about instituting a high beam flash instead? Who's in?
