$1000.00 Budget Bumper or OME Lift

If you only have $1,000.00 budget what would you get first, the winch bumper or OME lift?
I have a brand new EPI 09.0 Superwinch in the box waiting to be seated. As most of you know most bumpers are over 100lbs, will my stock shocks drop?

The only mods I have on is Dura Trac Tires and TRD Cold Air Box.

If I got a bumper it would be Fab Fours or Toy Outfitters.
If I got a Lift it would be the OME Heavy

I also like the Demello New LED light bar.

130lbs but I have not found one good thing about Kennesaw bumpers on the net. 5-9 weeks delivery. So maybe not.

An update on my $1000.00 lift / winch bumper. I bought the Pro Comp 3" Coilspring and Shock lift for 563.90 shipped to my door. Now I am trying to figure out what to mount my winch on for $437.00 bucks.

First it was a buget for lift or winch bumper. Now its the total budget for both. I think I can do it and get good parts.
