Short answer is no, everything is private or park district around Livermore. Carnegie ORV park is 20-mn SE of town on Tesla, only $5 to get in. The actual 4X4 area is somewhat small, but GREAT for a beginner. There are even 1-2 obstacles there that are way too much for a first timer. DON'T drive in the muddy water pit! Too much silt in the water and that turns to damn dust under your vehicle that won't easily if ever wash off.
other than that, the next best is the Calif ORV Park in Hollister, we went there in early Jan and had a blast, 24 miles of 4X4 trails and two speciality prop areas. The trails are color coded three levels from normal to hard. Stay OFF THE BLACK trails in a normal FJ! Green and Blue are fine, depending on your skill and personal comfrot level.
